Use when the user says "implement this issue", "build out issue #N", "ship the issue", "do the implementation", "take this issue and build it", or hands you a tracking issue (usually from the recoup-internal-dev-issue-tracker skill) to deliver. Covers docs-first ordering, the TDD loop, preview verification, the docs↔API↔reality reconciliation, and PR review hygiene.
